In the late winter and early spring of 2002, SEMCOG conducted a public transportation opinion survey. The regional transit plan, which is not financially constrained, will serve as an illustrative element in the 2025 RTP. Increased funding is necessary to implement the proposed system. The study calls for a four-tiered transit system: a 12-corridor, rapid transit network enhanced fixed-route bus service improved and expanded community transit, and the establishment of regional transit links. To be effective, the transit system must be dependable, frequent, fast, safe and affordable. A comprehensive transit system would enhance the economic competitiveness of the region, address needs of the transit dependent, and provide a choice for those who do not have to use transit. Combining extensive public input with research and technical analysis, the study finds that an improved transit system would benefit the entire transportation system by providing a balance of viable options. The 2030 RTP, along with additional companion documents, is available from SEMCOG Information Services or online at This document sets the course for a comprehensive transit system in Southeast Michigan. This documents regional transportation needs, and is a companion document to the 2030 RTP. Each report describes the methods used and documents the findings, this laying the groundwork for developing policies, initiatives, and projects included in the 2030 RTP. The assessment of the region's transportation needs was the first step in developing the 2030 RTP. It is also a requirement allowing federal transportation dollars to flow to the region. It serves as a guide for developing a transportation system (including roads, bridges, buses, airports, border crossings, sidewalks,and bicycle paths) that is accessible, safe and reliable and contributes to a higher quality of life. The 2030 Regional Transportation Plan for Southeast Michigan (RTP) is the "blueprint" for transportation in the seven-county Southeast Michigan region.
